According to datasheet MEC1404 is not programmed. It runs through the program, which loads from external memory chip. It can be swapped without programming.

if IO IC is not programmable, that means that i can just solder a new one in place and it will work fine, or its a dead motherboard which i cant repair?

Dear Dexas, If you’re sure the problem is IO, it won’t damage the motherboard if you carefully replace it and also pay attention to its code. There is usually an eeprom (other than Bios IC) near non-programmable I/Os. And the data is saved inside that eeprom. Please tell us what the problem is, so we can help you more :)

Well, so far couldnt locate the eeprom, but its might be there :) Problem is that IO makes dead short for 3.3V line. Using PSU instead of battery, its a constant 150mA draw without doing anything, found out that TI smps controller is getting hot. After checking, found out that its LDO 3.3V line is shorted to ground. By voltage insertion method, found that IO is shorting that line to ground - removed IO, short is gone.. Now waiting for "new" IO's to arrive from china. In the meantime having 2nd laptop, whos problem im not sure yet about. Dell inspiron 3542 (cedar 13269-1 fx3mc) Not sure about power on (by battery indication led would say its alive), but still - no beeps, no video. No beeps even when RAM is taken out, so considering that it might be IO too..

For the first device: Make sure to check ohm before doing anything. And find the shorted direction using boardview or schematic. Because 3.3V direction goes to many parts and other blocks might have been damaged as well.
Second device: First you need to check ohm & voltage. And if all voltages are present, test CPU and RAM first, and then program Bios and after making sure of Bios, I should say that the problem can be generated from chips (IO, PCH...) and signal direction. So they need to be checked accurately :)

first device: Short is on aux 3.3V line, which goes directly to IO. After taking off IO IC short is gone. For the second device - it seems like All_Sys_pwr_good is missing, but still not sure about VCC_GFXCORE, because dont have a boardview for that model, and schematics doesnt show neither its creation nor where it goes (cedar 13269-1 fx3mc) dell inspiron 3420
