Technical Support 3.3v and 5v not present

Dell mother board 19v present but 3v and 5v not present . Bios also not have 3.3v no any short in 3.v 5v inductor. Kbc also not have 3.3v

p3 and p13 is vlp voltage that must be generated with this ic . so maybe this ic have problem and you must change it with new one OR in vlp voltage lines have short to ground problem , you can inject voltage to that lines and find component that must be warming .
