Laptop doesn't display all voltages

I have reprogrammed bios.

When I remove bios chip 3v comes back. With bios chip welded I loose basically all voltages.

at first test with another bios ic and sure place correct .
you must program io ite also .

I removed ITE

re welded bios I had 3v on pins.

i rewelded donor ITE chip now i have the short again and no voltage to bios

SVOD shows ITE busy with all pins ok and new chip, there is something goin on up that side of the board.

I believe the Super IO is connecting to rails that are creating a short?

the pch could be weak link here? customer says it took more and more attempts to turn on, ive lightly bottom reflowed to no avail
