I had 2 Dell Optiplexs 3070 having a problem with no display and amber light blinking , After a long search I found a bin file from dr.bios and one of them is ok and working fine, the other one is not working with amber light blinking ( a continuous 2 times blinking followed by a pause ) , after that I have 3 motherboard with the same error even after reprogramming all are the same problem , I am worried without solution . I need your help please

Sometimes you need to wait for about 10 minutes after the program shows the image. It is actually possible
have image delay.
Check if the voltages are generated correctly?
If all the voltages are present and you have replaced parts such as RAM and hard drive, and you just don't have an image, try with another BIOS file.
In the end, the problem can be in the path of the signals, which usually do not have an image due to the cold soldering of the chipsets.

APPRICIATE YOUR RESPONSE ,IT IS TOTALLY DEAD AND ALL THE VOLTAGES ARE THERE EXCEPT THE VCORE , I TRIED TO REPROGRAM THE BIOS AND NO CHANGE AS SOON AS THE POWER PLUGGED THE AMBER BLINKING STARTED . IF YOU CAN GET ANOTHER WORKING FILE OR SCHEMATIC IT WOULD BE HELPFUL

ARE YOU SHUR THIS IS THE DESKTOP SCHEMATIC ? IT HAS 19V RAIL AND SOMETHING LIKE THAT
