Technical Support Dell vostro 5470 , dont turn on

Dell vostro 5470 dajw8cmb8e1 rev e
This pc dont turn on , when i plug 19v , its have 3.3v and 5v , i push the on button , and no lights , only 10mA consumption ,
i have program the bios , but its the same , when i conect the batery it light up a led but consumption is the same 10mA, and its the same dont turn on ,
can you help me please ?

do you sure abuot bios file ??
do you check vbat when battery is present ??

do you sure abuot bios file ?? I DOUNLOAD FORM Dr-Bios the exact mb version , so i think its good

do you check vbat when battery is present ?? its have 4.2V
