hi i have a problem with this pc, when i plug the adapter the led of the power blinking 3 times , the battery charge fine, i've try to program the bios but no result.

Check the switch button. Test with another BIOS file.
Voltage the motherboard. Also measure the resistance of different coils on the board with a multimeter and send it to me.

Sometimes besides the BIOS you need to reprogram the KBC or EC chip

Before programming BIOS, verify that no inductor is at 0 Ohm, you must measure Resistance to Earth, if any inductor marks zero, change the diode position multimeter to Ohm scale. Post the results.

i have this voltages on board, no low resistance on coil, bios is alimented, i've try to reprogram but no result

You have the voltage of the olwayse , but you do not have the voltage of the next stage.
This problem can be from the BIOS and EC. Also the path of communication signals between EC and PCH.
