Technical Support surface pro 4 doesn't turn on

Hello!
I need some help.
I have this surface pro 4 and it doesn't turn on.
I have checked the voltages and I have the 12V, 8.7V, 3.3V, 5V. ( they do not drop on power button press ).
At coils with red arrows, when I press the power button, voltage goes 1.2V and then goes to 0V again.
At blue coils voltage stays 0V all the time.

did you reprogram bios ?? get bios file with motherboard model number

what is motherboard model number ?
you must sure to bios good at first because without good bios file haven't good voltage and signal .
