Technical Support Surface pro 4 No 3v rail

Ive aquired a surface pro 4 that another shop has damaged from a battery replacement.

X911788-009 board number.

i believe they must of shorted the terminals on the back of the unit, as it no longer powers on, there is charging and power led on the charger when connected, 0.8 v going to battery connectors.

no voltage going to power button.

these 2 caps here are shorted,i removed them and short was still present,

maybe because its friday.. im not too sure where to go from here. i have no experience with these motherboards
