Please help me. My Toshiba satellite L650 restarting anytime it tries to boot to desktop.. It boots to bios setup without issue.. I've programmed the bios, changed RAM and CPU still have same problem.. please help.

Is the operating system loaded? Can you take the test with the software? It may have a bad sector hard drive

change your cpu,s supply capacitor wich are usually located on the bottom side of processor
