I didn't notice the problem. please explain more

its getting on but no display & restarting

vs lines And always voltages are ok no vcore while checking found no ram vtt 0.65 v checking ic requirements found no enable. this enable is from cpu it is absent

this model haven't 0.65v voltage . do you means 0.75v ?
