motherboard: DA0ZAWMB8C0
this laptop doesn't turn on on charger and doesnt charge the battery because the first mosfet from charging port is not switching and do not allow the 19V to enter motherboard. with the battery, laptop works normaly.
is this the problem of the charging IC?

In the charging circuit, there are two MOSFETs in the charging input path, which play the role of protecting the motherboard.
Test these two MOSFETs out of the board.
Most likely one of them is burnt.
If both were healthy, check whether it is P or N type from the number written on the MOSFET and its datasheet.

If it is N type, you should have 24 volts on its gate, and if it is P type, you should have about 8 volts on its gate.

IC charging should also have a VCC voltage of about 19 volts.
ACDET is about 2.4 volts,
VRGN is about 6 volts,
ACOK is about 3 volts be available.

near the charging port it had a sensor and it should be shorted to GND in order to let the first mosfet activate
