Hello sir , can you help me understand the function of this ic PU14. it is overheating, i've checked the surrounding capacitor there is no short. . thisnic has 19v in pin 1, but no 3v and 5v alw.

check all pins . maybe one of them shorted to ground . 3v alw and 5v alw generated with pu2 not with this ic . this ic use this voltage not generate them . so check all pins of this ic and report them .

Update: I got lucky sir, i removed the ic and put it back again.. Then there is no more overheating and the voltage are all present now.. Laptop is now power on and working normally.. :)

Is there another way to make the dell latitude E6430 laptop work without the PU14 (selector) IC because almost all the dell latitude motherboards that I have, have the selector ic blown?

You probably do not know what the task of this ic is !!!
read and analyse schematic .
