I NEED HELP HOW TO FIX THIS PROBLEM

Likely need more information. Appears to be a POST Code Error. Does the machine have a built in POST Speaker? Does the device provide POST Codes when all RAM is removed? Is CPU getting warm?

CPU normal heating, I already remove ram then check, but same problem

You can't tell what the problem is with this video alone.
You must first test all peripherals such as RAM, Wi-Fi, keyboard, etc.
If there is no difference, you need to program the BIOS.
Also measure the voltage from the motherboard.
