Technical Support Issue on processor not start

Please i have issue on pro folio 9480m that the processor is not start at all
and it does not make the laptop to come up, how may you help out on that please
and i will be glad if i can it solve through you

Start by posting some voltages and measurements you have take so far,, Just posting random information wont get u much feedback.

What sleep state is the computer in etc??
What's the history, liquid damage etc?
