Sir I have a Dell 3521 MB . it is dead. 3 5 is ok 19 volt is ok . When I switch on only mb light is on . But bord is not on . I am sending video of it . When I chek schematics . 3 volt always is not converting in 3volt PCH . I change all components in it . I am sending photo of it . Please give me solution of it soon.

volt check b+_bias and pch_pwr_en# before and after pressing power button and replay . soon

B+BIOS and pch_pwr_en# is ok . 5.5 volt is coming both point

pch_pwr_en# must be low . pch_pwr_en must be present to pull down the pch_pwr_en# . so i guess pch_pwr_en that controled by io not present .

as you see ec ( io ) must be control pch_pwr_en signal that pulled up with 3valw . you saed 3valw and 5valw is present . so you must check 3vlp , 5vlp . if both voltage is present you must reprogram bios ans EC . If this does not fix the problem replace io with new one and test .
