Power insert then load 0.013,Power button press then not turn on,
Laptop Motherboard in 3.3/5v Present, How to repair it Problem Please Help

Check the resistance of different parts of the board to make sure there is no connection.
Check the initial voltages before turning on.
Check the 3V voltage of the switch button.
Program BIOS.
