Please I need help concerning HP Elitebook 8470 that on but caps lock and num lock blinking 5time and it does not display and have change the ram and processor but still not yet display and Those light still blinking please can you help me here please.

trace your 3v and 5v .check on bios ic+check your 3v/5v controller it must be overheating 51125

Go to the official page of HP in your country support section. Type in the serial number of that laptop and it will load the support page for that laptop.
Locate the BIOS in the list and download it, run that file, follow the steps of the wizard to create a BIOS rescue pendrive (note that the format must be FAT32, if there is data on the usb drive, make a backup before) .
Once you have created the BIOS recovery tool (Crisis disk), insert the USB into any port of the HP laptop with problems, then hold down the Windows+B keys, without releasing them press the power button, do not release Windows+ B at least until an HP BIOS Utility screen appears
(this may take at least 30 seconds).

Some HP boards will not be programmed if the power adapter is not original or suitable, and in some models the battery must be removed and/or disconnected in order to start the BIOS firmware flashing process.

If the equipment turns on, it means that all those voltages and signals are in good condition. 5 blinks means that the POST routine has not passed and there is a general motherboard error (refers to BIOS and/or EC programming (SIO, SuperCHIP, KBC, etc).

Solution:
Start by creating a BIOS rescue disk first.
