Technical Support Regarding IC

Thank you for Sharing With us all of your experience. I have one question sir checking the Laptop IC pins Voltages or Signals which method is save to check the IC surrounding components of IC (ex: resistor) or directly check on the Pins of the IC.

If I understand correctly, you mean is it better to check on the IC or the components around it?
It doesn't matter. It is better in terms of less error on the surrounding parts.
