Troubleshooting Short Circuit Of 19V

In this video, we have a motherboard that’s turned OFF completely and schematic and boardview are not available for it. This is the problem that might have happened to most of the repairmen. So what should you do in a situation like this? How can you recognize the failed component?
In LA-851P board, the board that we have, ALW voltages are absent and then we found out that B+ voltage which is 19 volt has short circuit but it enters many blocks and troubleshooting these kinds of short circuits might be overwhelming and too difficult to deal with.

I've downloaded the part1 file several times since yesterday.
However, when I unzip it in 7z, I always get an error at 772mb.
What should I do?
My browser is chrome.
Download speed is about 800kb/s to 1000kb/s.

Please let us know what error message you're getting? Did you download all the 3 parts? You need to download them all in order to unzip them.
