Technical Support bios issue

Hi, i have two problems
dell 14216-1 1xvkn rev :a00 bios updated from our site. When i apply power it gets on for 10 secs and then off with no display. also if i use maxim bios the symtom is different and it changes with winbond bios. If anybody has 100% ok bios pls post.
when i was refering the diagram, on page number 99 there are steps number 1, 2, 3---- , and so on to do fault finding. There are two numbers , one is plus 1, 2, 3 and so on. Another is -1, -2 and so on . I am confused in plus and minus function. Pls explain. Thanks

minus means that signal before press power button and that signal present after you plug in adaptor to laptop .
