Dell Venue 11 Pro 7140 Taking 3W instead 24​

I have an issue with this dell Venue 11 pro.
The laptop is taking 3w instead of 24watt and is charging very very slow.

Until now I have done the following:

• Replace the Dell 24W Adapter with original
• Replace MicroUSB cables
• Update bios and drivers
• Replace the Micro USB port from the daughterboard.
• Replace battery

Still same.
Is anyone who can help me?
I am thinking that is a problem with the charging chip but I am not sure where is located.
Maybe a schematic diagram it would be very helpful
