Technical Support Hp Fan always to the maximum speed

Hello
I have a hp Elitebook folio 9470m

I changed colller and fan, even so the fan always turns on at maximum, it makes a lot of noise do you know how to solve it? the way I tried was to power the fan at 3.3v ok it works well and doesn’t heat up, however when the pc turns on it gives fan error, despite having the 4 wires connected, I only put 2 diodes on the 5v line for it works slower, now the error that gives I don't know how to solve it, can you help?

do you reprogrom bios with me-region file ?
what is the motherboard model number ?

i program the bios from hp site ,
" reprogrom bios with me-region file " how can i do this ? what is me-region ? can you explain please ?
