Technical Support M720q 10T7 (IQ3X0IL Rev3) [EQ370 NM-B551] no POST or Video

Hi Guys,
i got a m720q with a small water damage and one missing components which dont boot. i replaced the missing component and repaired a broken 3V_BAT line which was damaged under a chip. Also the VCCGT voltage missing (peaks only while boot once).

The voltages are normal and there are no problems. Even the vccgt power is 0 volts and it may only have voltage for a moment.
Program BIOS.
Check the crystal and clock.
The system may have image delay.Wait at least 5 minutes.
Finally, check the cold solder of the chip (reball or resolder).
