Technical Support not power on in adapter but power on in battery

hello master, i have dell laptop board code :LA-F115P
when only adapter is plug in, the laptop cant power on, but when in battery only it power on.
may reading in charging ic is
ADP = 19.5V
DCIN = 19.5V
ACIN = 3.2V
ACOK = 0.8V

can you help me analyze the circuit master, why is that +19vb is not present. thank you

19v present on it or not ?

yes sir it have 19v on prb01..

yes sir it have 19v on prb01..

this model have two fase of charging battery . why ???? i dont know . but you must 19 volt on plg11 when battery disconnected and motherboard connect to adaptor only .
