Technical Support start up to standing Logo DELL Not Processing ahead (Dell inspiron 13-50009)

when we are pressing power button then it's start up to standing Logo DELL like this.

• All Power Rail Stage is good
• Change BIOS Firmware is ready but it's still problem the same for happening.
• who are technical that experience with a problem for model below;
• dell inspiron 13-5000 wistron starlord13 r 15296-1 x41dx$aa
• Please give me some solution for fixing error like that.
