this is X540SA REV.2.1 not have 3.3V I/O and BIOS? How to check it first?

Check you 3/5v ic. There is no LDO coming put from it. Check if there is any voltage on the VIN pin of the ic. If not, trace you ac input or your battery input

bios eprom work with 1.8v not 3.3v . but 3.3v must be present on i/o . u must check voltage of pu8801 pins . with this ic 3.3v always changed to 3va that provide io voltage .
