I would like assistance checking for bios corruption or ENE / IO failure. The board powers up ONLY after removal of CMOS battery and resetting bios, and only after about 5 mins of shorting cmos pins. Fan spins and notebook powers up without power switch, when attempting to force power down doesnt do so. Please I need you involvement as much as possible.

What's the history of the computer?
Have u tried another hardrive with another operating system?
have u tried programming new bios?
What voltages do u have so far?
What sleep states do you have?
Have u checked if the CMOS battery is 3v and functioning?
Have u checked the BIOS pins when powering on, voltages and frequencies?
Can u make a video and post it here showing the issue?

History: Charging pin in adapter developed short and was replaced. SSD was installed replacing HDD. New adpter replaced defective. Unit would power on only after short was applied to cmos pins in holder. Then would startup as plugged in. I updated bios in windows when it did power up, performed all updates but when plugged out and properly installed wouldnt come on only battery light. Sleep states at default (can see relevance when not getting in at this stage.

voltages: 3.3V(7), 0V(1) on bios pins; bios battery 3.1v

currently bios is off as i was awaiting new .bin file from dr bios

I will make video of new chip with new .bin when received, but why does bios need reset to make it boot, its not retaining power or settings/
i have attached original .bin file

The issue with your power for the bios:
Your issue is with Pin 1. Should be 3.3v. That's the CS(chip select pin)... Trace that line back where it came from. the IC that power CS might be broken.
Also, check pin 8, should be 3.3v
Do you have a DSO(oscilloscope)?
Do u have a programmer for BIOS, like RT809H? you might need to desolder the bios chip, and then reprogram the bios firmware with the programmer.
it could be the bios firmware u installed is corrupt or the BIOS IC itself is damaged.

ok we are back to the original issue where as soon as plugged up w/o switching on board powers up runs normally with image on screen, doesnt respond to power button and has 3.3v on bios pins 1,2,3,7 & 8. pins. Pins 4,5,6 reads 0v.

An update: when voltages are checked with power plugged in but not reset all pins except pin 4 (GND) reads 3.3V, wish i knew enough to trace the source of those pins voltages...just started my schematic tutorials.
