Technical Support Laptop adapter voltage fluctuating about 1v

I have a laptop adapter. I have checked all the components and it seems ok but the problem still persists. Output voltage goes from 19 to 18 and vice versa. What could be wrong based on my desription, except the capacitors.

what's happening when you connect it to laptop ? do you voltcheck that ?

When connected to the laptop it stabilizes.
