Technical Support Surface pro 2 Missing 3.3V on bios chip

Hello, I have a Microsoft surface pro 2 motherboard that is not turning on, I checked the board and I noticed that is missing 3.3v on the 8th pin from the bios chip, on the power button there is 3.3v, then I did some research and it looks that the power management ic is not supplying power to bios, at least this is my conclusion.
I am just wondering now how can I borrow 3.3B from elsewhere and connect to the bios chip?

Hello
Some models have a BIOS supply voltage after the switch.
This model may be the same.
The problem can be from the BIOS-IO-PCH- or the failure of a part on the board that can be found by measuring the resistance of the board.
