Laptop suddenly stopped working

power switch led lights momentarily when AC is plugged in,

No charging light
AC does not short 19v rail seems good

tested

bios when on board has 3.2v pin 1, 3.2v pin 8.

now pin 5 is 90mv

when i removed bios it now shoots up to 600mv

i dont know if this is relevant or not i cant recal whether there should be voltage there at all?

im not sure if im heading in the right direction?

re programmed bios on a new chip and still same issue
