Technical Support laptop does not turn ON (display flickering but no any image) lenovo Ideal Pad G40-70

My laptop suddenly stop turning on. Display is flickering like if it is trying to turn on.
I tried to connect it to an external monitor but not any image.
I opened laptop to check motherboard and I see everything turns on, but the fan doesn't spin sometimes.

Not sure if is is display issue or it could be power related.

any idea on where to check
it is a lenovo Ideal Pad G40-70

Check the voltages on the board.
Especially voltages of 3 Vs and 5 Vs.
Reprogram the BIOS .
