Technical Support DELL INSPIRON 15-3567 (15341-1) not turning on

Hello.
I have a DELL INSPIRON 15-3567 with motherboard VEGAS/TURIS SKL/KBL 15341-1 91N85 which is not turning on.
When connected to psu it draws 0.011A and led lights up for a second. When power button is pressed it goes to 0.027A for 15-20 seconds without led and goes to 0.011A again.

According to the power sequence of the schematics I test it OK until stage 3 where SIO_SLP_S4# needs to enter PU5151 (APL5930KAI) to get the 2D5V_S3, VCCST and so on. SIO_SLP_S4# gets grounded almost 24ohms straight when power is connected. If power is not connected, it goes to 42k.

I don't know in this stage if BIOS programming would help, I did program it anyway with no luck.

I must say that X1802 32Khz crystal does not show anything on the DSO.

As it seems SIO_SLP_S4# gets generated from the PCH which is integrated in the cpu chip.
Am I doing something wrong or do I miss something? Any help would be appreciated. Thank you.

Check RTC Circuit components...

these are the measurements on the image below:
RTC_PWR 2.8V
3D3V_AUX_S5 3.3V
RTC_AUX_S5 2.9V
RTC_DET# 0V (since Gate of Q2505 is high...)

also on Q1901 (image below) i have:
RTCRST_ON 0V
RTC_RST# 2.9v
SRTC_RST# 2.9v

Is there anything else to check on RTC section? I am not sure if the values are ok or which are the RTC section signals to check.
p.s. what is the Number symbol (#) on the end of a signal? is there any difference with the same signal without #?

all other votage is ok ??
always voltage and ldo is ok ???

RTC was just suspected because the rtc crystal had no signal with DSO but maybe on this stage it is normal. ldo is ok and alw voltages and many more. if you see the schematics until stage 3 of power sequence everything is ok.
