Technical Support Plug in not charge into battery section.

My laptop is model inspiron 15-5000 Series, Power on is normal but it is in block battery section has voltage (VIN 12V AND DATA, CLOCK 3V, 3V). BUT NOT CHARGE and battery is still low power. What should i do for this block battery section.

did you check it with new battery ???
do you check with live os ??
do check battery charging when system is off ??
what is motherboard model number ?

i change battery ready but it is still not charge
i setup window but it's still not charge
check battery section power is normal it is both (Off and Turn On)
